I'm looking to buy my wife a corset or a basque as a surprise she is a size 16 clothes wise and she has never owned a corset or basque before any recommendations as to what is a good fit or choice as I would hate to get it wrong,she is also a 38c bust.are the under bust corsets better?.

What ever you get remember the sizing is often quite tight, so if it says 16-18 it's more like up to 16 and not 18, also remember when buying that she may not like certain parts of her body too exposed(those self concious bits), so bare this in mind when looking.
