I think it would be totally appropriate to incorporate a combination of stretching and impact play as part of his punishment: smallest plug in, then X spankings/paddle/lashes/flogs. Then next size plug, X spankings. And so forth.
If you really wanted to torture, you could incorporate edging in there too. Probably between putting in the plug and doing the spanking? Add another layer by edging yourself, maybe plug, face sitting unto the edge, sucking/stroking him to the edge, then spanking, then next plug up.
