One of the many knicker vibrators would seem to be what you need. You can get knickers with a built in pocket for a remote controlled bullet or you could choose a remote controlled clitoral vibrator that attaches to an ordinary pair of knickers. There is a wide range of prices.

We-vibe seems popular. We got an egg and a prostate vibrator and switched remotes. The prostate struggled to stay in but my partner enjoyed the egg. Because of that I would probably try the We-vibe for her as the does the clit too.
