Yeah, I wouldn’t put it directly on her clit, it’s just too intense. Using it all around her mound might be ok, the vibrations would transmit through her body ok. I used it on myself, through a folded up blanket, and it diffused the vibrations well, and was still quite strong. Over several layers of clothes would probably be ok.
