I have seen this in videos, but never experienced this when my female friends gave me whippings.

Assuming you mean deliberately have the whip wrap around (rather than someone just being a crap aim), then I’ve had it done. The wrapping takes the energy out of the hit so it doesn’t actually hurt at all

Yes it does.
When my wife is whipping me the most painful strokes are those where the tip of the whip just wraps around the side of my body. Those strokes also leave the most vivid weals.
I meant it being done on purpose.
A lot of it depends on how hard the Dominant partner throws the whip, ie the intent of the whipping. If the intent is to leave marks (and assuming the Dominant knows what they’re doing), they will. If the intent is only to “whip wrap” the submissive in a sort of sensual-symbolic gesture, they’ll do that too.
I’ve been “whip wrapped”: a friend told me to trust the Dominant who did it and I’m so glad that I did. It was remarkably sensual and sexy, like being grabbed suddenly in a tight hug without any pain. It takes a skilled Dominant to do it, but it can be done.
