You should start by discussing it with them and see if they want it to. If they do, take it slow. Discuss limits, boundaries, and what turns you each on by the idea. Decide if you both like the idea of an obedient dog from the get go or a mischievous pup. Do you both want to train the mischief out of them or keep some?
Once you are both ready, you could buy a collar and lead, use it to walk them round as a dog. You can have them sit on the floor, you could even get a dog bed. Then you could look at outfits, you can get dog masks, gloves to help them walk on all fours and insertable or non insertable tails.
Taking training slow, like you would with a dog. Start with sit, stay, fetch and then go from there.
It’s your fantasy, tell your partner what you are envisioning and let them help you bring it to life. Unless you’ve discussed anything like this before, make sure you give them space to think about it and what they want too

Is this something that you know your partner would be willing to try or have you not spoken to them about it yet? I would think there would be a certain amount of humiliation associated with your fantasy and some people would not be ok with this.

Thanks for your thoughtful feedback. Your helpful suggestions should get the conversation going in the playful open way I am looking for. Any other creative ways of getting things going is most welcome.
Thanks for the note of caution. I don’t want to humiliate but I do want more control and we have talked about observing my boundaries, which he tends to respect but then in the heat of passion he switches on me in a really exciting way. That’s okay to a point but I’d like to be on top sometimes. Do they call that topping from the bottom?
We have in the past but not with me in the dominant role.

I was never able to get my wife into it too much . I was barely able to get her to be somewhat dominate many years ago when she was active . She did her best femdom when she was pegging me while I was wearing lace stockings . I would be up for being controlled while I was her sex toy .
Yeah these things are all very well and good until they cock a leg against your fridge and you’re left with a puddle under the cupboards.
How about buying him a dog collar and ask him to wear it all the time he’s in the house. Just tell him its a turn on for you and he’ll have no bother doing it.
Leave the chain off initially. Bring that out for select occaisions, such as taking him to bed. Becomes a bit pavlovian. Slowly introduce different things explaining how they turn you on.

In my experience all dogs like to have a good sniff, so perhaps try restricting him to sniffing and licking for a while.
