Non-loose underwear would work for a quick fix, if she's not too wriggly ;)
Otherwise I'd suggest getting a bit more practice in with the bondage tape! If it's the type of vibe with the controls on the bottom, you can go around the base for security and then up to the hips and back down again a few times front and back, as if you were trying to make a thong out of the tape.
Guess I'll just need to practice with the bondage tape a bit more then :)

Vibrator bondage is very much "a thing"... rope has been our preference, and there are tutorials on Vimeo, etc. Bondage tape, vet-wrap, even elastic bands can work too, although external wand-style vibrators are probably easier to work with.

Hey Steve and welcome to the forums. If you really want to secure a toy in place then tape is excellent, the other alternative would be to get some fetish pants with an internal vibe/dildo.
The butterfly vibes are excellent too and seem to work even when your partner wriggles around.
The best method I have ever found is to use some Japanese silk rope and a wand. Simply place the wand just above the clitoral hood and tie the silk rope around your partners waist to hold it into position. This is great as the wand controls are usually on the handle so you can still adjust these while your working on your play partners top half.
I'm still shocked no where has invented an underwear attachment for the wands, as that would be perfect.
