Scorps advice was bang on, there's no point people just telling you where to get stuff from and have fun. It's not a light fetish, it's seriously dangerous, if neither of you are trained don't even consider it, if you don't know what to do when it goes wrong, or even HOW it can go wrong don't do it, if you accidently cut an artery you're done, if you get an infection and don't get it looked after you're done. You need to be careful that you don't cut too deep or in areas that move a lot or have a lot of nerve endings, that includes a lot of places! I don't. Know if this is a part of blood play but I heard needles so I assume it is, don't insert needles into veins, everytime a vessel is damaged it's weaker, you know how drug addicts destroy their veins? It's not the drug it's the needle. It won't kill you straight away but it increases your risk of blood clots or aneurysms. I might sound a bit OTT but I'm not, you start cutting someone there's no way of knowing from looking where is good and bad, where is too deep. I don't see how when you're turned on you can be self restrained that you do it in the right places, not too deep, all sterilised, do not lick the wound, do not share blood. Seriously do not share blood, unless you've had extensive testing, that your blood is compatible, not meaning diseases, but your blood types if you're not compatible and you share blood, that is seriously dangerous.

Young and fun is quite right; my dad had been in a serious motorbike accident a few years ago, and during all the time he subsequently spent in hospitals, he got a number of intravenous infusions, shots and other stuff that needed to be put into his system via his veins. As all of these procedures were going on, it became increasingly difficult for the docs and nurses to find veins that had not yet been weakened and that could take the needle. Apparently, he was also trying to be nice at one point and agreed that a group of trainee nurses (sometimes they practice on patiens who are willing to take the risk which may be educational but personally, I would not be too happy to let them play with my veins) could try to do the job and well... let's say they didn't do the best job ever. In addition to his injuries, my dad developed a blood clot of sorts in one of his arms (it swelled in a pretty horrible way) that required extra treatment. I can assure you, it was NOT fun, neither for him, nor for the rest of the family. Veins and nerves are not to be played with light-heartedly.
As for sharing blood, YaF is right again; direct person to person transfusion is possible, yet it can be pretty risky (nowadays it would take an extreme emergency to do it in the medical environment), and it is totally unadviseable to try that at home; a number of things can go wrong, ranging from hygiene-related issues (everything needs to be totally sterilised) to incompatibility of blood groups. Once the blood has left the system, it also starts to clot, and medically tested anticoagulants have to be added before it can be stored to be eventually administered to the recipient. That's another very good reason to re-consider your fantasies....
I know everyone has there own fetishes and that's fine with me but this does concern me. The risk of infection is extremely high. Although you or I may be well and healthy we are in contact with all sorts of bacteria and infections daily when we go into shops or hold money etc. ensuring your skin is properly cleansed is very important, then there is also the need for sterile equipment that you will only use once to avoid the risk of blood infections .... And then this needs to be disposed of in the correct manner to avoid people like bin men recieving needle stick injuries when they dispose of your waste. As a nurse I have seen many people who self harm developing awful infections in wounds because they didn't care for them properly and as a result they needed admission to hospital for strong intravenous antibiotics. I have also seen some of these patient require skin grafts because the infections damages the flesh so bad. I have also seen situations where self harming has gone wrong and people have cut too deep so they have nearly bleed to death. I am not saying what your are wanting to do it 100% thee same as self harming however it carry the same risks. As a nurse I am traineed to palate blood vessels so I can tell the difference between arteries and veins. We are taught to not look for veins but feel for them. Because sometimes you cannot see them under the skin. Cut to deep and you could end up with problems . Also if playing with needles there is an issue of hitting blood vessels and causing heamatomas under the skin or worse getting air into the blood vessel which can lead to an air embolism which is fatal and can kill. As this is not something I have every thought of doing myself I cannot try to be an expert but I can give you my medical advise and beg you please to make sure you research this fully before you undertake it and ensure you but medical grade equipment that is sterile and will not be shared between partners

Bit safer as not swapping blood with someone - I'd write a great big comment about safety but from reading the comments you seem to have already had that ten times over and I'm not going to preach something you are bound to alreafdy know as a grown up you know what you're doing with your own body and wouldn't take on something like this without thinking about it!

blood cupping is so fun ^_^ and very relaxing for both involved.
This is not something I've tried, or want to try, but I have heard of blood play before, but more using needles for piercing, rather than scalpels. But like other comments, id just say be very carefull.
