If it was extremely tight it would be both dangerous and painful, and if it wasn't too tight you would lose your erection anyway, I wouldn't bother really, get a pump instead :)

I would not think this is good idea. First of all, it could be very painful and in prolong use, I would also worry about the blood circulation, which could cause lot of problems. I would only use cock ring for shorter period of time, while actually having sex.
As Hampshire Hog said, if it is a solid ring and not affecting blood flow then wearing while not erect is no issue (my partner loves knowing I am wearing one while we are out) but as others have said, constricting the flow of blood to any part of the body for long periods is a very bad idea.
