That’s interesting that they you think they work better when erect, as my favourites ones, I put on before I am hard, as they help to maintain a harder erection as they hold the blood there.
Each person is different, but I would say try both ways before you plan to use them as you mind one works better than the other.
But defo agree on lube.
Possibly even trim down there first to avoid catching hairs.

Definitely works better for me when erect before putting it on. The way I see it is if the restriction stops/slows down the blood flowing out then it’s going to do the same flowing in. But that’s just my experience when I’ve used them but best to experiment and see what works for you.

I only use for solo play but yes put it on when you’re at least semi erect
I only use a hairband or some of the fake pearl bracelets that I had for dressing up
If I get to the point of being fully erect my balls have usually shrunk back and I don’t get the band around my balls and cock

From my experience, they really help to keep the blood from coming back out, but don’t restrict more from going in. My partner noticed it last time I used one, I kept getting bigger and harder until I took it off after about 15 minutes of use!
Regarding hair getting caught, I would definitely recommend shaving (or at least trimming) before use! It’s not a pleasant experience to have to give yourself a bodged wax job to take it off!
