Some many years ago I bought a great ‘toy’. Made of rubber or similar, pink. It had a ring through which the penis went. The ring had 2 arms attached. One went along the line of the penis and the other ran at right angles against my stomach. Each arm was about 3cms long and 1 wide and had softish spikes sticking up rather like a toothbrush. So, both are had the opportunity of touching the clitoris providing additional stimulation.
It would seem that the only things available now are vibrating toys which I am not sure would provide the same pleasure.

This penis sleeve and clit stimulator sounds quite similar to what you’re describing, at least shape wise but does vibrate rather than have the textured surface.
Alternatively, this textured fronds ring, which you could use without the bullet, might give a similar feel to what you’re after?
