If its tight and doesn’t retract fully when you get hard , it could be Phimosis, and like the other have said, more candid description might help others to possibly recognise what you mean and offer advice…

For the record, I don’t think any kind of device exists that your specifically after.
You can maybe try a variety of cock rings or something to ‘hold’ it back.
But by all accounts, a circumcision is what you’re after. Be for the right medial reasons or not.

Foreskins are beautiful…and there for a reason…unless it’s causing a medical issue… if you go down the surgery route it can have disastrous consequences…read up on it…I don’t believe there is anything that permanently will hold the foreskin back but as suggested a cock ring may help during sexual activity.
I would show your girlfriends how you masturbate…how you manipulate your foreskin and talk about how you like your penis pleasured. If the foreskin is “normal”, that is not abnormally tight, yes it can be retracted all the way. When my penis is soft, the foreskin hangs over more than 1/2" past the pee hole. When I get hard it still covers the pee hole. Some guys’ foreskin retracts on its on and exposes the pee hole and soetimes most of the head. When I insert my penis in her, the foreskin moves back and forth as I hump, which helps reduce friction. Anal is much easier for that reason.

You can get a glans ring which fits in the groove just behind the head of your penis. Thus will hold your foreskin back and keep the head exposed as long as you’re wearing it.
You and your partner should find it comfortable enough for PIV sex but anal sex and masturbation may well be uncomfortable as the foreskin will pass backwards and forwards over the metal or rubber ring.
Foreskin is a part of the penis, it serves a purpose and I’m sorry to hear the negative feedback on yours. it’s a shame to hear that from a partner.
