Just looked it up and it appears to be the bit underneath the head of the penis. So i have used his stroker on this bit and he says that it feels amazing when i concentrate on this and he cums a lot so i would say yes it does appear more intense and he takes a while to get over it.

The frenulum is the sensitive area, on the bottom of the penis, right behind the glans. It usually has a different texture, and appearance, kind of wrinkly looking. Mine is sensitive, but probably not enough to give me an orgasm by simply rubbing it. Applying a vibrator to it might be very exciting.

@AJSTAR its the skin that is on the underside of the head that connects its to the foreskin when pulled back. One of the most sensitive parts - hope this helps. Definitely worth a try
