I just did some research (fortunately probably far from the worst thing I’ve Googled!) and they seem to be an accessory within the trans community, to conceal male genitalia. What’s not so clear is how to apply them, but at least that’s what they are.
There are demos on Reddit if that’s any help (yes I did just go google what they were and how they work)

They appear to be a pair of linked oval loops in metal or plastic through which you feed your male genitalia and, if done correctly, they hold your genitalia against your body giving the outline of a vagina through your underwear.
It’s the feeding of the genitalia that I’m hazy about.
