I can say sufficiently yes, you should have no problems. I have size medium hands and I’ve never had any problems with Lovehoney implements.
As for starting out (I’m assuming that you are), I would go for The Motivator as you have far more control.

Not surprised @Tenshadesandme was in there like a shot with the recommendation and a good recommendation it is. Excellent control with the ability to control the speed and strength of the whip
If you ever use the ruler again try holding back the tip with two fingers to to increase the speed and then the impact it has but would recommend you don’t hit with the tip and use the whole ruler of the bum check as an example.

@shaniquia - I have a wooden ruler I use - it’s very old and only has inches on it (clearly shows age) but I use it a lot and it stings like hell - across the bare bottom or on the penis is a fav for me to spank my husband- if you can get one (eBay / charity shop) then get one
Other than that get the crop - the whip looks too small 
Found a 36" ruler on eBay. Like you said, it looks old or vintage.

Do you have tips for spanking positions? Usually she’s on her heels while I bend over. Gives her the power of inspection but I want more of a surpirse spank without fixed intervals.
36 inch is very big and may break - bit it will hurt a lot on the bottom or hands

@batjamboree why not both whips? as they are just getting into the play and they can find their feet, the whip if it goes into the wrong area could hurt and scare them off play?
