I have been looking for a cock sleeve to surprise my girlfriend with for her birthday. The only problem is that a lot of sex toys nowadays are toxic:

The good news is that actually there is a lot more scrutiny over sex toy materials these days, and 'toxic' toys just won't cut it with consumers.
We are incredibly discerning with our selections and you can keep an eye out for the "Contains phthalates: No" section in our descriptions.

I'm like you when I first started out. I'm very concern about the toxic toys. Especially the buttplugs with phalates in them. Imagine using it for hours in your mucous membrane off gassing the chemical into your butt. Not good.
Silicone is 100% your best bet.
TPR , TPE are both ok and non toxic aka skin safe rubber.
Rubber is fine as well unless you're allergic to it.
Just go with these material.
