I think only your wife can answer those questions.
The way I see it, if you want to do it, then I suggest you approach it slowly. Keep your movements quiet and gradual and gentle enough that you give her plenty of opportunity to move away and decline consent at every stage if she wants to. If you do that, I think she is likely to feel safer and more in control. My experience is, if a person always has a chance to get away if they want, they are less likely to do so - simply because their knowledge that they can get away is enough for them to feel safe enough to stay put and experiment.
I think the only way to find out where your wife's boundaries are (aside from asking her explicitly, which is an approach I prefer), is for you to ever so gently and slowly try stuff out, and give her every chance in the world to say "no" at every single stage. Personally, I dislike the term "pegging", mostly because it is gender specific. I think the term pegging was the result of a poll on a radio show in the USA to find a suitable name for it .Ohers call it BOB or bend over boyfriend

To me 'suck the strapon' is quite a genderbending sort of act, more so than the actual pegging. It's the step from 'you are fucking my ass with this toy' to 'We're now pretending it's actually your cock' (so by implication - we are now pretending you're a guy! - or that's how it might come across) and not every woman would be comfortable with that I think.
I think it really really depends on how you approach the whole act to begin with. Was the pegging her idea? Does it turn her on? Does it have to do with domination? Or is she doing it at your request? isn't particularly into the idea but will do it for you?
That'd make a huge difference in how she'd react if you wanted to suck the strapon. If she were really into it and/or pegging you was part of dominating you, then it might be a fairly small step. If it's more that she's doing it at your request, it might be too much.
