The mains-powered is much stronger, but is rather loud. I don't think I've ever found a mains-powered toy that isn't noisy! If someone is sleeping next to you, then they will probably hear it.
The other isn't as powerful, but it is much quieter. If I wanted to use a wand and needed to be discreet, then I'd go for the second of the two x
