Wetness is not an indicator of how turned on someone is. Arousal is in 2 parts: mental and physiological. Ideally, you want both. However it is very possible to have one without the other. Her genitals are essentially reacting to what they are assuming is sexually stimulating but clearly her mind is telling her otherwise.
