I'm in a shared house its not bad as it has wifi but as it's through the council they have blocked adult sites, So I can't access LH website or this forum, is there any way round this?
Maybe try your phone instead?

A VPN/proxy website will be a good option. Free ones though tend to have a lot of adverts.
Will Tor browser be any good to you?
Free proxy sites are a bit cumbersome to use and often they will be blocked as well. Installing a free VPN add-on for your browser could be a good option. You'll get a little button in the toolbar, which you click when you want to turn the VPN on/off. In both cases, your web traffic is coming through a third-party so your internet provider doesn't see what you're accessing.

VPN sounds the best way but is there anyway the council would find out bear in mind they have a little office they use in the house during the week, so they use the Internet as well.
