I've used one of the the Bombshell balms (this one: http://www.lovehoney.co.uk/product.cfm?p=24569) and would say that it works; I can't say anything about the specifics of the particular one you're looking at, however. :)
They give you a cold/hot (I find that it usually depends on how much you use at a time) tingling sensation that I find arousing and it really increases sensitivity, too. But then again, some find that it does nothing for them, so it'd really just depend on your partner.
