Did you discuss with your partner why you wanted to put him in a chastity device? It may be that he doesn't realise that it isn't just intended as a sexual thing but a way to focus his mind too!
Many people use chastity devices (my best friend included) to stop sex being a distraction from their every day life. We used to (jokingly and affectionately) refer to my mate as a 'terminal wanker' as that is what he spent his days doing and this would actually stop him from doing the washing up, the ironing or coming out to socialise.

It sounds like you need to address his behaviour and not his sex drive.
We have played around with chastity as a thing to add some fun to our sex lives. We have also had the "you don't do enough round the house" thing. I think you need to deal with the later by a calm discussion. It's actually a valuable exercise in communication in it's own right as you may both come away from it with a better appreciation of what the other brings to the relationship.
Also, the analysis might just surprise you. When we did it it turned out that I actually did more hours than my wife. She had completely discounted that I, as the only driver, did an average 15 hours a week as family taxi driver/mechanic and cleaning up after two travel-sick children.
Something like this is a bit of an exchange. He gets locked up and does more housework\less wanking and you both have more sex.
He needs to go into this eyes open. If you've got a cunning plan then being open about that up front is the way to go. If you don't do that then there's a pretty serious risk of resentment setting in. This is a classic BDSM scenario and that requires up front talking about what you both want out of this. You might find that if he was getting (say) more sex he would be willing to wear the CB for longer and do more housework as a side effect.

Looking back at my own posts I realise we have been playing around with this for a bit over a year now. We are never going to break any World records for lock-up duration as, luckily for me, my wife really prefers to orgasm from penetration (it's a hard job but I try to rise to the challenge).
Anyway, the lock-up is interestingly frustrating for both of us. Of the two devices we have (the Sentinel and the BirdLocked) I think we both prefer the Sentinel as, while it is slightly less comfortable than the BirdLocked it gives more of the continuous low-level arousal that, as you mentioned earlier, is part of the experience for the man. I did have to do a fair bit of adjustment to get the Sentinel to be both secure and comfortable (I also had to buy a second ring because I bought too big a ring initially) Also I hear that there are a few copies on the market that are none too good. So, although we now have something that works really well I'm slightly reluctant to recommend it. My main adjustment was to reduce the gap between the bottom of the ring and the bottom of the cage as this gap was originally too big to be secure. This involved making small metal wedges bonded into the 'eye' of the cage so not totally straightforward.
We put a soft leather cover over the lock which not only solves the only real issue as regard my wife hurting herself on it but ensures we have no tell-tale metallic clanking when I walk 8-)
I seem to recall that someone offered a cage/dildo that fitted on one of the CB ring sets in place of the normal cage which was intended to allow penetration while the man is still caged and would, I guess, achieve something similar to what we do with the Sentinel. However, I have not seen this for sale recently.
The security thing is a huge can of worms. Basically people have found ways of circumnavigating just about every device including the full belts. Total security probably requires you to cast him in concrete from the waist down - and even then a vibrator applied to the outside of the block would get him off once sufficient frustration had set in.
When flaccid it's possible to pull back out of the tube leaving the testicles still trapped between the cage and ring. Obviously, if he can get back into the device again he can cover his tracks.
