Nope Ruby, men do not have to be fully hard to ejaculate. (They can be completely soft) I am specifically thinking here from reading/watching videos relating to premature ejaculation where just pulling their foreskin back would cause ejaculation for these males.
Entirely possible to orgasm without an erection xx I have not personally experienced it with any partners myself though so I cant really comment in depth into the hows or whys but I suggest looking up premature ejaculation and clicking "videos" to watch it happen if you are curious.
