This should answer all your questions. Unfortunately the tester program is not a charity scheme. I think the review minimum serves to establish your credibility and quality as a reviewer.
I will add, some items on the LH shop are not exclusive, and if you were to find the SAME item elsewhere at a lower price, you can still review it on LH.
